1998-2007年,衡陽華菱不銹鋼管(guan)廠以減員增(zeng)效、剝離(li)輔(fu)助(zhu)、三項制(zhi)度改革等為(wei)主要內容(rong),加快轉(zhuan)機建(jian)制(zhi)步伐。按照建(jian)立“政企(qi)分開、權責(ze)明(ming)確、產權清晰(xi)、管(guan)理科學”的(de)現代企(qi)業制(zhi)度的(de)要求,衡鋼以資產經營為(wei)紐帶,大力(li)推進“分離(li)輔(fu)助(zhu)、精干(gan)主體”的(de)企(qi)業改制(zhi)工(gong)作,1998年至1999年,共剝離(li)9個輔(fu)助(zhu)部門(men)。在集團公司的(de)扶植下,輔(fu)助(zhu)單(dan)位自我(wo)生存能(neng)力(li)不斷增(zeng)強。
